Can you use the watermark feature with the page color?

I am trying to insert a picture as a watermark and also use page color with
it. For some reason only the watermark prints. I can't get the page color
to show. What am I doing wrong??

In Tools > Options > Print, make sure "background colors and images" is checked.

Also be aware that most printers can't print all the way to the edge of the
paper, so you'll probably be stuck with a white border all the way around. It
would be better (not to mention cheaper) to use colored paper instead of a
background in the document.
