Cannot drag and drop text

Somtimes Word 2007 won't let me drag and drop text. Status bar message:
"Cannot drop to current location". How do I fix?

Are you trying to drop it in a place where there is already text? You can't
just drop text anywhere on the page (much less outside the margins).
