Can't download or view new messages from IMAP Server

for the past day or so, I am having trouble downloading and viewing new
messages
from the imap server.
I have deleted the account and recreated it.
Reinstalled Outlook 2003 with latest recommended updates.
The reinstallation made Outlook2003 worse.
The application now hangs whenever it attempts to synchronize folders or
fetch and update new headers.
Please assist.
