change MS word comments background colors

Add a capability to change MS word comment bacground colors.

That capability doesn't exist in Word 2000, but it does exist in Word
2003. I'm not sure whether Word 2002 has it -- if it does, it will be
in the Tools > Options > Track Changes dialog.
