How can I create professional looking charts and graphs
to put in a Publisher document? Publisher itself has no
real tools and I don't know how to use Adobe Illustrator.
Thanks.

Publisher can be used to create some awesome looking charts actually.
Probably some of the best charts out there. But Publisher can't create
charts from statistics, only from drawing tools. AFAIK, Illustrator can't do
that either.

Go to eBay and look around for an old copy of Harvard Graphics. It will do the stats
and you can copy/paste the chart into Publisher. Even if you don't copy/paste you
will get the right proportions. It will cost you around $10.00 or less.
If you have Excel it will do charts too.

Use MS Works or Excel to create charts and graphs and then copy and paste
them into Publisher.

Just post back if you need any further assistance.
