outlook 2003 email send delay

The delivery options in outlook 2003 allow a user to set a time when the
message will be sent. Does the outlook client need to be running during the
delay?

If you're not connected to an Exchange server, yes.

A bit of clarification on Brian's comment: the only time that Outlook need
not be running in order to send delayed mail is if you only have one
account, and that account is an *online* Exchange account (not cached
mode).

The person I was dealing with has cached mode turned on, thanks for clarifying

In that case, he will need to have Outlook running in order to do delayed
delivery (it's really "delayed send" in this case).
