Correct. This is proper behavior. You left all those old messages on the
server. You reinstalled Outlook, creating a new mail profile. As far as
Outlook knows, you've never downloaded those messages before, so it's going
to do so.
One way to address this is to log onto your Charter mailbox via a web
browser and create a new folder in your mailbox, moving all those old
messages to that folder so that Outlook cannot see them when it tries to
download new mesages. There are other ways as well, and while I consider
them easy enough, I don't think they'd be as easy to you.
