End User license agreement keep on popping up

Hi

One of our technicians has just formatted a XP pc and put XP back on there
and Office 2003. Now when the user open outlook the agreement pop up and she
need to accept it.Also sometimes when she want to send mail it pop up.
Software has been activated.

How do i solve this?

You must accept the Office End User License Agreement every time that you
start an Office program
