Error message: The file could not be accessed.

I've been getting the Error Message "The file could not be accessed." every
time I try to save an EXCEL file. It happened for both the "SAVE" and "SAVE
AS" cases. As a result, I'm not able to save or update my files using "SAVE"
or "SAVE AS". I can still get around this problem by hitting the Red "X" on
the upper right hand corner of the window and answer "YES" to the question
"Doyou want to save the changes you made to 'xxxx(filename)'?"

The command "FILE > Save As Web Page..." still seems to respond ok, although
I normally do not use that saving feature.
