Fix highlights and drawing to text

If I highlight text using the Highlighter feature and then insert space, the
drawing stays put but the text I highlighted moves which obviously causes my
highlighted text to cease being highlighted. Is there a way to "fix" a
drawing to the text or page so that if space is added or removed the drawing
moves accordingly?

Which highlighter tool? It's confusing, but there are two highlighters
available in OneNote:

1) The traditional highlighter (similar to that found in Word) on the
Formatting toolbar
2) The "Ink" highlighter, one of the pen selections on the Pens toolbar.

At first glance it seems you're using the latter and intended to use the
former.
