Fixed Duration - Effort Driven task does not reshedule as I want

I have a task: Duration 2 D, effort Driven.
I assign 2 resources (A and B), who will work each at 100%, so each have 16
h Work, total work for the task is 32 h.
I take off resource B. because Effort Driven is turned on, the amount of
work for the task remains 32 h and resource A is assigned at 200%. So far OK.
When I now assign resource C to the task, the amount of work for the task
still remains 32 h (as I wish), but resource A is assigned at 133% with 21,33
h Work and resource C is assigned at 67% with 10,67 h Work.
I would like them both working at 100%, each 16 h. Wy is MS Project behaving
like this. I know I can avoid this by replacing B with C immediately, but
this is not an option, because tasks might be more complex and I don't know
in before when I will get this kind of problem and have to replace resources
immediately.
I have this problem with MS Project 2003 and 2007

I can't explain it, but you can easily correct it using a slpit screen. You

Thanks Mike,
I always use the split screen when assigning resources.
I understand what you explain in your article about the gardeners and Fred:
removing Fred from the task and reassigning Fred causes a reduction of the
duration.
There are two different things in my example:
1. The gardeners represent a group of resources. All my resources max units
are 100% (just one person)
2. The task type is fixed duration.
So, when I remove resource B from the task, resource A is assigned at 200%
(and is overallocated). It seems to me that MS Project is considering
resource A as 2 persons because of the 200% assignment. As long as resource A
isn't overallocated when removing other resources, rescheduling is as I
expect, when reassigning resources.

Your problem is fixing the duration. Project doesn't normally change the
Duration under these cirmstances of a fixed amout of work. It thus changes
the Units. Change the Task Type to Fixed Units and press OK. Then remove
B.
