Fuzzy pictures

I have a number of old publications in which some of the photos have somehow turned fuzzy! I try to "change" them and replace them with the original photo (which looks fine in my photo viewer program)--but when I insert it into my Publisher document, it comes out very fuzzy! Any idea what's going onhere?
