Getting Operation Failed pop-up when I starting outlook 2003

Please help! Cannot create or delete email account in Outlook 03. It will get
"The Operation Failed" error. I did uninstall the MS office 2003 completely
and reinstall back. Still getting the same error. HELP anybody?!
