good sharp pictures come into publisher as fuzzy, out of focus

Upon importing a good sharp pinture into Publisher it appears fuzzy or out of
focus also
when trying to crop the same picture the crop tool is eratic and is liable
to crop a portion
of the picture. The indications are the same after exiting Publisher and
reloading.
