I seem to be having this issue only when users are going to resubmit the form
using the submit button.
I have the submit button looking at "SubmitTo" and "SubmitCC" for email
sources.
They are drop down list of emails for users to select prior to using the
submit button.
This happens more often but sometimes if the person closes the form and
reopens’s it and submits it will come up with the Default Outlook 2003 window
with the form attached.
This form has been published to a shared directory on our network. I do not
have this problem if the person is filling out the form initially. However
the error manifests itself when a recipient receives the form and attempts to
submit it to the next person in line.
The work around we are using is to "Send to mail Recipient" under file menu.
Here is that error once again...
"The form cannot be submitted because the form could not be added to the
e-mail message as a file attachment."

The resolution to this problem that I found is to delete any temp files under the users local account. That resolved the problem for me.
