How can I get the import/export function to work with Outlook 200.

When you say it's not working, what exactly do you mean? What happens
when you try? And what version of outlook? (Your subject line was truncated)

Outlook 2003 running on XP; I am using Outlook to interface with my MSN
account, not exchange.

The exact message is: "The Import and Export command is not available. Run
Outlook setup again to install Import and Export correctly."

I have tried running setup, repair, and have de-installed and re-installed
the software. Basically, I have exhausted all fixes I have found so far.

There is an article that also suggests making sure the language options are
set the same--I can't find the article now--but it mentions and Outlook User
Interface, which I could never find.

I have all the latest service packs, etc.

What exactly are you trying to Import and/or export?

Then don't export/import at all. if your calendar and contacts exist in
your pst file already and you want to transfer to a new machine or make
a backup, just make a copy of your pst file (with outlook closed). If
you are wanting to IMPORT calendar and contacts, go to File-Open-Outlook
data file and navigate to where your file is stored. Note: you cannot do
this with a pst file on a CD - you have to copy the file to your HDD and
remove the read-Only attribute first.
