When Outlook loads, it opens whatever .pst file is its default message
store. You have the message store password protected. So you load
Outlook, Outlook tries to open the password protected .pst file, so
Outlook prompts you for the password to use that message store. That
is why you see an immediate prompt for a password.
You could test by renaming the .pst file. When you load Outlook and
it cannot find its message store in the configured path to the .pst
file, it will prompt you as to where it should find its message store.
You could then have it create a new .pst file or cancel (and then
rename the .pst file back to its prior name).
