How do I create a hanging indent in Onenote?

There doesn't seem to be a menu for it.
Yet another classic case of trying to use OneNote as a word processor.
Don't waste your time trying to format OneNote notes like that. It is
designed for keeping notes and not for formatting documents.

Actually, you have to hit Shift + Enter and then use the space bar.
Using a hanging indent is part of taking notes. One doesn't always want bullets.

That doesn't really put a hanging indent there. It just looks like one.
