How do I 'feather' the edges of a photo in Publisher?

I want the soften the edges of a photo to better blend in with the background
layer. How do I do that in Publisher 2003?

You can't, you'll have to do it in a photo editing application, and export
as a semitransparent PNG file.

Place that in Publisher, and export as a high-resolution PNG and print that
rather than printing direct from Publisher, as Publisher 2003 doesn't
support printing semitransparent images.
