How do I get a read receipt from a non-outlook user?

I receive read receipts from outlook users. How do I get read receipts from
non-outlook users?

Receiving read receipts from ANY email client depends on two things: Firstly
that the recipient's server accepts them, and secondly, whether the
recipient chooses to allow one to be returned. It's not an
Outlook/non-Outlook thing at all.

Whether you recive a read receipt depends on whether the other server
accepts them and whether the receipient chooses to acknowledge.
