how do I save a scanned text file to .txt/.doc to edit the file

I can scan a document but I need to save it in .txt or .doc so I can edit the
contents but it will only allow it to be in a tiff form. How do I change this
and what windows program will do allow me to do this?

Try doing a Google search for Optical Character Recognition software (or
OCR). One such application that I have some [very limited] experience using
is OmniPage. It did a very good job for me, as the scanned documents were
from the early 1900's and in very poor condition.
