How do I talk using microphone & speakers making phone calls from.

How do I talk to someone using my microphone & speakers when making a phone
call from my contact list in Outlook, the same way I do with my Classic Phone
Tools? It will dial the number but I have to pick up a phone connected to the
line I'm dialing from.
