How to create a access runtime?

I don't know if I'm asking the right question but i would like to make
an application from my access database so that people who don't have
access instaled can work with my database,just fill in forms,no
building and making new stuff.

You should start your search from the microsoft site. In France, I
payed 1,100 $ something for it, not really cheap indeed.
