I suggest setting the project calendar up as normal for the timezone where the project manager is going to be working. Then create a calendar (Tools > Change Working Time) with the offset for the other time zone. Then apply that calendar either to the resources who will be working or apply the calendar as a task calendar. So, for example, you are in the Eastern US time zone (GMT-5). Create the project calendar as usual and set the US resources up with that calendar as their base. Then create the GMT calendar with the appropriate off-set in time.
