i need to get on options on outlook but it wont let me

i need to choose outlook as my default program for calendar etc, but it wont
let me click on "options" in "tools"

That is not where you need to be. You can set your defaults in Control
Panel-> Internet Options-> tab Programs.

As for the dialog issue. Locate outcmd.dat and rename it to .old.
