In Outlook 2002 why do I sometimes gave a red x in email rather t.

I am using Outlook 2002 SP3. In my received emails, occasionally I see only a
red x rather than an image when the sender has imbedded or inserted a .jpg
picture into the message. This may be occurring when the sender is using
Outlook Express, and NOT happening when the another sender is using Outlook.
What can I do to view these pictures other than requesting the sender to
re-send the message with attached pictures rather than inserted pictures?
