Outlook has no (published) limits regarding the To field and is very very
likely to be larger than you'll ever hit (like, say, 2+ million) if any.
Your ISP, on the other hand, might have limits.

if you send "serial emails" or newsletters with Outlook use "Mail Merge"
instead of the "From/CC or BCC" fields:
