1. Can I provide a duration (other than zero) for a milestone if the task
that is a milestone will take a number of days to complete?
2. Does giving a milestone a duration other than zero cause any
after-effects that are important?

1. Yes. In Task Information, advanced, click "Mark task as Milestone"

I may be picking nits here but while Project allows you to do it, IMHO it's
not something one should do. You may have a task lasting x number of days
that leads up to a milestone but to my way of thinking a milestone is a
single point in time, not an interval. It's very much like a mileage marker
on the highway but measuring distances in the project. Instead of taking
your task and marking it as a milestone (and when you do it turns into a
diamond so you can't see the duration any longer), add another task linked
as an immediate successor AFTER the multiday task in question and make it
zero duration. If your multiday task was "Fidget the Widget" the single
point milestone "Done Fidgeting" would mark its completion. In general,
milestones act as gates marking a signifigant transition point from one
state of being to another within the project.
