mixing Access 2003 and 2000 causing delays?

Hi Access gurus,
My Access database (server-client, split into front end and back end)
is run on 8 workstations. Two of them run Access 2003 and the other six run
Access 2000. (The database is written in Access 2003). I have been trying
to figure out why we are getting awful delays on opening some forms. I have
found that when a user is the only person logged in, the delay is between 1
and 10 secs, depending on the amount of RAM his computer has. I call this
his "base line." However, when two people are logged on and using the same
form, the second person to log in will have a much greater delay (say, 75
secs) if he is a 2000 user, but if that second person is a 2003 user, his
delay is still the base line.
Has anyone else had similar experience? Is the solution, then, to
upgrade all workstations to Access 2003? And then to improve each user's
base line by buying him more RAM?

Follow Allen's excellent advice.

And, first thing, ensure that the front end resides on each users machine.
There are many undesirable effects of (1) having multiple users logged in to
the same front end and (2) having the front end located on a different
machine.
