MSG: Wait while Windows configures Publisher 2002

A few days ago out of the blue I started getting this
message saying Please wait while Windows configures
Publisher 2002 every time I start to log onto the internet
and nothing I do including reinstalling Publisher seems to
make it go away. I don't know if this is related or not
but it started happening after I reloaded McAfee virus
scan. Can anyone tell me how to make this message go away?

Reinstall Publisher 2002, but make sure you do a custom install and choose
to run EVERYTHING from your computer.
