New Computer - Can't configure accounts in Outlook 2007

I have 2 email accounts I use through Outlook. I've never used 2007, but my
new computer has it installed. I'm using the same settings as I did in 2003
but cannot send on one account and cannot send or receive on the other. What
am I missing?
