New message window position keeps defaulting to full screen

I'm using Outlook 2003 with Word 2003 as the editor. Whenever I load up
Outlook and compose a message, the new message window nearly fills the
screen. This is darn annoying. Reduce the size of the window and it remains
sticky for the Outlook session. However, close Outlook and re-open and it's
back to large size.

The window *thinks* it's in full screen as in the icon top right shows
"restore down" when I hover over it. However, it's not full screen, but
pretty close. Clicking it turns it back into a window so the window did
think it was full screen before.

Any idea how to make the "New email window size and position" sticky?

Dropping screen resolution to 800x600 and opening Outlook, compose message,
close Outlook at back to 1024x768 has fixed this "not quite full screen"
problem.

So the basic problem now is "how do you stop Outlook 2003 opening Word 2003
in full screen when composing a new message?"
