No Permissions Tab

I have a user that has no Permissions Tab in Outlook 2002. I've redone her
Outlook profile, local profile, and network profile. Why would she not have a
Permissions Tab?

Her mail is being delivered to the exchange mailbox and not a .pst file.

Any help would be greatly appreciated.
