I have 3 POP accounts.
Can I use html format for only 1 account and normal text for the rest of the
accounts?
I know I can choose what format to send to a particular contact.

You cannot set a default per account but you can control it per message on
the Options tab in the Ribbon.

Sure, you can always post a suggestion using this newsgroup and of course
directly to Microsoft.
Key in making a good suggestion is to stress the benefits for all or a large
portion of users and not just your personal scenario ;-)
