Outlook 2003 blocked sender isn't working

I am attempting to block email from an individual's personal email account
and their work account by adding them to the blocked sender's list in
Outlook. I've added the addresses by tping them in and also by adding them
"from" an email received from each account. Nothing's working - they get
through anyway...

there was a rule already to move these emails to the junk filter, but it
isn't running. receiving an error:

"one or more rules could not be uploaded to exchange server and have been
deactivated. this could be because some of the parameters are not supported
or there is insufficient space to store all of your rules."

There is only one rule. Cannot delete and re-add rule. Blocked senders
list is not working still. Tried resolutions in these links:

Mail is not going to a PST. No Personal folders are open. Of Course the
profile contains exchange folders, it's an exchange mailbox. that part
didn't make sense to me. need help getting a sender blocked and no idea how
to now since nothing is working. We have been running outlook 2003 for a
long time, slowly upgrading to 2007 but unsure if this will fix the problem
at this time.
