Outlook 2003 constantly forgetting password

I have a 6 user SBS 2003 domain with XP Pro SP2 . The Outlook 2003 SP1
clients are set up to use POP email (directly to the ISP not thru the
Exchange POP redirector) and we have them using Exchange just for shared
calendaring. In the past year I have had to perform the regedit on 3 users
at least once or twice and it is annoyiing the heck out of me. I follow the
regedit fix (Reference: KB 290684--A registry edit to reset the protected
storage provider. )

Works for a few months then it goes back into amnesia mode.

Any permanent fix?
