Outlook 2003 keeps downloading read and/or deleted messages

Outlook 2003 which came with SBS 2003 is redownloading messages that have
been read and/or deleted. When it does this, it also changes the time on the
message to the current client time.
This is not happening on a client running Outlook 2002 with SP3.
Any ideas?

It's not a POP3 account, it's right to the Exchange server and that option is not listed anywhere.
