Outlook 2003 will not empty deleted folder on exit

Have reset the checkbox several times and it will NOT automatically empty
the deleted folder upon exit. Can delete via right click on the folder as
well as manually.

It used to work fine, but just quit the automatic delete.

Help?

KB only lists this as a known problem with no solution.

BTW this is Outlook 2003 SP2.
