Outlook 2003 Won't load MPRAPI.dll error

When I try to launch outlook 2003 I get an error that says it can't find
MPRAPI.dll in the path and I should reload outlook. I have done that and I
still get the error.

Any Ideas?

MPRAPI.DLL is part of Windows, not Outlook and reinstalling Outlook will
have no effect on it. Do you, in fact, have that file on your system? It
should be in %WinDir%\System32
