I was told that I can buy and download Outlook 2003 from this site.
a) Ask the person who told you. I mean, they supposedly know how, or they
were lying to you, or they were just making something up without really knowing.
When people tell me I can do something, I always ask them how.
b) That said, I'm pretty sure MS doesn't have their own software store on
their site.
