Outlook 2007 error, "Microsoft Office Outlook cannot provide scripting support."

Hello,

We've just upgraded our Terminal Servers to 2007 Office Enterprise
Edition. When loading the application, users received the following
error:

"Microsoft Office Outlook cannot provide scripting support.
This feature is not available. For more information, please contact
your system administrator."

Administrators see:

"Microsoft Office Outlook cannot provide scripting support.
This feature is not available. To make sure this feature is available,
run Setup again, click "Add or Remove Features" and change the feature
to "Run from My Computer"

Following the programs advice, I have verified that all components are
installed and "Run from My Computer; however, the issue persists.

The environment is Windows 2003 Server w/SP1, Office 2007 Enterprise,
CRM V3C 3.0 with updated install scripts for TS.

One KB article, specific to Office 2003, suggest reinstalling the
application and not using a 3rd party installer. We haven't used that
here - just the setup.exe off the CD.

Any suggestions?
