Outlook apply a message rule *before* safe-list spam filtering

If i'm subscribed to an email mailing list, I never know who's going to post
a message, so safe-list spam filtering removes all messages.

I'd like the option to apply a message rule *before* the safe list kicks in,
to divert messages to a folder without being filtered.
