Outlook Contact list

I have a couple users who are having an issue viewing their own contact list.
We are using Outlook 2003 and Exchange 2003. Both users, when set to Cached
mode, are unable to see the full contents of their Contacts list. When
Cached mode is turned off and outlook restarted, their Contacts list expands
to include all of their contacts entries.
They have also shared their Contacts with other personnel in the office, and
people who open the shared Contacts are able to see the entire Contacts list.

Hopefully this is a simple configuration that I am missing, but I am stumped.

With Outlook closed, delete the OST file and then restart Outlook. Does it
help?
