Outlook Encrypted Email Sending

Is it possible to configure an Outlook user to have encryption work as follows

If I am sending an email to two people and I have a public key for one but not the other. Could Outlook inform me that I do not have the public key for one of the two people and ask me if I want to send it unencrypted?
