Outlook error after Windows DST Patch

Has anyone else experience Outlook 2003 errors after the Window DST
patch? User gets this error in event viewer: "Faulting application
outlook.exe, version 11.0.8118.0, stamp 456628bf, ", then when you try
and delete the outlook profile the user gets this error: "An exception
occured while trying to run "C:\windows
\system32\shell32.dll,Control_RunDLL "C:\progra~1\common~1\system
\msmapi\1033\mlcfg32.cpl",@0"

Look for some help!
