Outlook should allow me to send a special note to a blind copy re.

I would like the ability write a note to the blind copy recipient: that way I
can state why I blind copied them or perhaps include some information I would
not want the To: or CC: recipients to see.

A kind of sticky note if you will.

You can already do this if you skip the Bcc and just forward the message
after it's sent.

Forgive me for sounding a bit incredulous but isn't that a bit like saying
"Why create Outlook when there's snail mail aready available"? I am sorry if
that sounds snippy but aren't suggestions ways to improve a product: not to
find out how you can "make do"

No, It's simply not possible to know whether a suggestion is being offered
because an existing feature hasn't been discovered or a technique hasn't
been explored. That's why you'll see MVPs responding to suggestion posts, to
make sure the poster and anyone else reading it knows what approaches are
already available to accomplish the same goals.

Ok, that's at least a response that makes sense but isn't easy enough to tell
or at least weigh the suggestion against what is already possible . That way
even if it could be done another way, there is consideration whether or not
the suggest is better than the existing ways of doing something.

Cheers,
