Prevent All Day events?

    I manage a sign-up calendar, and some staff will sign up using specific
    apppointment times, while others will sign up as an all-day event. Is
    there any way to prevent users from being able to sign up as an all-day
    event, and only allow them to sign up with specific appointment times?
