Prevent customization and stationary in Outlook 2003.

Hello,
We are using Exchange 2003 Server with Outlook 2003 clients.
We had a reqeust from Management to find a way to prevent users from being
able to use fancy stationary and so forth.

GOAL: To have all Outlook 2003 clients set to use Rich Text/Word (No html)
+ No Stationary selectable. If already selected, to be removed.

So far I've done the following:

Downloaded and installed Outlk11.adm templated.
Installed in Admin templates.
Expanded the Microsoft Office Outlook 2003 branch.
Located policy under Tools | Options > Mail Format> Message
format/editor.
Set "Use the following Format/Editor for e-mail messages:" Please select
"Rich Text/Microsoft Word".
Deployed the group policy.

I do see the impact of the GP. People receiving the messages do not see the
custom stationary and so forth.
However, the person composing the mail in the editor does see the stationary
that he has selected.

Also, if the person had already at some point selected stationary, the
option is grayed out but with the selected options still showing.

Any ideas or recommendations would be welcome.
