printing publisher on 11x17 double sided

I am printing a newsletter on an 11x17 page double sided.
Pages 2 and 3 print out upside down. I rotated the two
pages in Publisher but it didn't select the background. I
am wondering if there is an easier way to do this. Do I
have to print one side first and then do the second side
separately.

What type of printer? Many printers have an option for this -- for instance,
I can choose top/top or top/bottom duplexing.
