Problems downloading

I have a lot of mailboxes, all downloaded into Outlook from two different
ISPs. Frequently one or more of them - apparently at random but generally
those most used - fails to download, with the ubiquitous 0x800ccc0e error.
Sometimes they correct themselves after a short while, but sometime not
(e.g. six hours). I then <Remove> that account (through Tools/Accounts), and
<Add> it with exactly the same configuration as previously: then it works.
Is this an Outlook problem, an ISP problem, or just my problem?!
